New requirements in the 5G auction report worry industry players

The extraordinary meeting of the National Telecommunications Agency (Anatel) to evaluate the conditions of the 5G auction notice was postponed due to requests for views. However, before the postponement, agents in the sector were already concerned both with the content of the report by the counselor Carlos Baigorri and with the content of the Ministry of Communications’ ordinance, which imposes guidelines for the implementation of 5G in Brazil.

Vivien Suruagy, president of the National Federation of Installation and Maintenance of Telecommunications and Computer Network Infrastructure (Feninfra), said that the entity asked to postpone the meeting due to requirements such as the implementation of a private network for federal public administration. “In addition to a fixed network throughout the country, the MCom ordinance requires a mobile network in Brasília. He says it is for public safety, disaster response, defense, it is very generic ”, he complains.

Vivien also questions the requirements for the implementation of a subfluvial network in the Amazon and another to connect cities in the North and Northeast, 4G on federal highways, treatment of Bank C and application of advanced technologies that require new infrastructure. “Some statements are not accurate. For example, implementation of 4G on highways. The ordinance talks about initially contemplating some roads. But it does not detail the ‘finally’. We need all the data, ”he says.

According to the president of Feninfra, sector representatives need to measure exactly what the costs of this auction will be. “There is a study by Telebras, according to which the private network would cost R $ 3 billion, the subfluvial network plus R $ 1.5 billion, connecting North and Northeast, another R $ 2 billion”, he points out. “It involves immense value. We cannot have a collection auction ”, he explains.

Vivien reports that these doubts need to be clarified so that there is no judicialization. “Stakeholders need to sit down and see what is feasible. Now, it is one thing for us to be heard and another to put news on paper, ”he says. “We need to understand the whole process. We have to do this for yesterday, because the forecast for hiring labor to face 5G in the next two years is 1.5 million workers. The country needs to generate jobs ”, concludes the president of Feninfra.

Conexis Brasil Digital, which is the union of telephone operators, understands that the postponement of the conclusion of the voting on the 5G auction notice, decided by Anatel, will allow the sector to properly assess the changes introduced by the ordinance published on Friday by the Ministry Communications and analyze the other points contained in the bid notice.

“Clarifying these points is essential to ensure legal and regulatory security for the event and to enable companies to participate correctly in the auction. The sector understands that the rules should prioritize the expansion of coverage and the incentive to investments, leading to the inclusion of more Brazilians and the digitalization of the country. The revolution arising from 5G technology will only occur in fact with clear and transparent rules that allow the correct assessment of the costs involved at each stage of its implementation, thus allowing the attraction of investments and the greatest possible benefit to all users and society. ”

Migration

The president of the Brazilian Radio and Television Association (Abratel), Márcio Novaes, emphasized the technical capacity of the Agency’s board of directors and Baigorri’s commitment to ensure that Brazilian citizens continue to have their right to access open TV signal, service offered to the population free of charge by television stations for more than 70 years.

“Abratel and the sector are celebrating another important step to guarantee the broadcasting service for millions of Brazilians. The commitment and speed of Anatel’s technical staff were paramount in this process and will continue to be. We have been advocating, since the beginning, that the migration of users from the C band to the Ku band, for the future use of the 3.5 GHz band, is the only viable and safe solution so that households that receive free and open TV are not left behind. with its signal interfered by 5G ”, affirmed Novaes.

Counselor Carlos Baigorri, when determining the migration, stated that the arguments of the technical area are very robust. “I don’t see why to diverge from the technical area. Considering the public policy guidelines, it seems to me that the migration scenario is the most appropriate for us to address the issue of the implementation of 5G and the cleaning of the bands of the extended C band ”, pondered Baigorri. Bandwidth cleaning, according to Conexis, could delay the implementation of 5G in Brazil by two years.
